It has been my experience that Wisteria needs bad soil. Do not fertilize as this will promote tons of foliage and no flowers. How old is your plant? It is best to buy one already in bloom from the nursery. If you don't know the age, it could take years. I had to remove it because it turned into a monster. Still getting growth even through the lawn. I live in MIchigan.
