I have a cordyline australis about 7 ft tall that is looking very flat and sorry for itself, it flowered for the first time this year but think the harsh winter has taken its toll, Can i cut all the spikey leaves off and see if it will come back?

Yes. You can even reduce the height of the main stem to see if that forces new growth lower down - but only do this if there's no new growth coming at the top.
