I planted some Lavatera last year and they flowered and stood about 2 foot high. They died off over the winter. My question is will they come back, are they a perinal?

Welcome to GOY! Lavatera are not the best plants over a severe winter like we've had. Take a look at the lower part of the plant and see if there are any new shoots growing as this plant may resprout from lower down. Leave it until end of May before giving up on it. If it does re-sprout just trim off all the dead stuff above the new growth.
