I have a large willow tree and it is covered in black bugs which fly and they have eaten att the new leaves. What are they and how do I get rid of them. They are abt 4 mm long with a shiny black back

i had this trouble last year. What with using an organic fly /midgie killer.I left this on for a couple to three days and then i washed it of with a hose pipe.
The only thing that died was the midgies
