not sure about that,i would say yes if its dead but hang on and see if someone else tells you different.i wouldn't want to give you the wrong advise.

Kilmarnock willow seems to generate a lot of dead material beneath ther canopy. If this can just be snapped off by hand, Pierina, then you can do it anytime. Does it really need pruning; we never prune ours and it looks great.
