I agree with Pamq. It is still a baby. Having said that, we have 10 trees on limiting growth rooting stock planted in the border. of varying ages. Just one of them, an apple 'Charlotte', has no blossom at all, and has never performed well since planting. Sometimes I think you just get a dud tree. It might be time to sound out your supplier and see what they say about this.

if the leaves look healthy and the tree looks well then its still growing , its making a good root system and increasing its top growth, I would suggest that you give it a balanced feed as reccomended on the product and make sure it is kept watered as it is thought that what happens spring and summer of the previous year determines the blossom the next---- at 2 years old its still a baby --0
