my red cordyline has lost alot of colour due to the harsh winter. is there anything i can feed it with and wil the colour come back with the better weather

Not on the existing leaves, no - quite often this colour change indicates the leaves are dying off and will eventually turn brown and fall. Your best hope is that it puts out new growth from the top - that will be the colour it should be.
