i live in kent and usually i cut the roses back after the last frost towards the middle of march the problem is that we have not had a frost since december and new shoots are sprouting, is it ok to cut down now or wait another month just in case of a frost ????

In my experience, roses can be cut back anytime from november to march inclusive. As long as we've got no serious weather forecast (sub zero temps, hard frosts, snow etc) i would certainly have no problems doing it now.
