Is it in the ground, and does it get early morning sun, particularly in the winter? If so, then its possible the sun hits frosted flowerbuds, and they then drop off. Other cause of no flowering is usually drought conditions for the plant the previous mid to late summer, when the flower buds are forming for the following year.
