Is it normal for Hypericum "Rose of Sharon" to throw off a seedling which grows to be a tiny, tiny miniature of it's parent plant, with tiny yellow flowers ? I have one which is now 18 months old, and still tiny.

Hello Guest I would say this is just what it does, as its a groundcover plant that spreads and spreads.I found it so invasive it had to go. But in the right area does a great job.

dont know,but then i dont actually look at mine.i would be tempted to get the seeds from it and see if they germinate and grow full size plants or not.
it would look good on a rockery if it stays small.it will save you buying the rockery variety H.polyphyllum that only grows to 6 inchs
