is garden compost visited by rats safe to use?

I've used it without ill effects. If you can let it compost a bit longer after excluding the rats if possible that would help. If you're worried, wear gloves and wash your hands afterwards, which you'd probably do anyway. I wouldn't expect human pathogens to last all that long in compost or in the soil.

Watch out you can catch WEILS disease (Leptospirosis) off rat urine/droppings.

That's a really nasty disease, my father-in-law & husband spent time in hospital many years ago. They drank water not realising it had also been used by rats!
Wear gloves and wash your hands well.

Also wear one of those paper hospital masks, to keep from inhaling anything.
