This can happen as the previous year's leaves get older and the new ones are ready to sprout. Evergreens have 'autumn' in early summer. It's nothing to worry about.

If new growth isn't coming out, it might be boron deficiency. Try sprinkling about 2 ml of borax per square meter of the area the tree covers, and water in deeply. Be conservative: a little goes a long way!
