I found a website that recommends soaking the seeds but I didn't. I don't remember messing about with them, but it probably wouldn't hurt if you chipped & / or soaked them.

If you get a color that you really like, Newgardener, they form tubers, and you can save the tubers over the winter. Same directions as for saving Dahlia tubers.

I've grown it in the past & don't remember any problems with it. Chuck the seeds in some compost in a pot on a window sill, pot up individually when they germinate and plant out in sun & some shelter when large enough & the weather's warmer. Although nominally a perennial Mirabilis jalapa is tender & won't survive the winter outdoors in the UK.
