Is my Cordyline dying?, up high on the trunk is very soft, the leaves are fading, was going to have this dug out but I have just noticed that half way down the trunk there is fresh shoots growing out of the trunk!! any advise please

It probably got frost damage in the ferocious winter the UK had this year. It's good that there are sprouts on it, but the original top will never come back. I'd cut it off just above the sprouts, and give it a light feeding to help it repair itself.
