If you decided to get a phormium, there is a variety called 'Jack Spratt' with dark foliage that stays small and is suitable to keep as a centrepiece in a pot or basket

How about a dwarf evergreen (conifer) - you can buy little upright ones in Garden Centres, or else a small Phormium - they have architectural spiky leaves and both of these could be planted in a pot or in the soil at the end of the season. There are also small grasses - they might be a bit too floppy, though, for what you want.
