When you say a blue tree, do you mean blue flowers? Or blue leaves? Assuming you mean flowers, it was probably a large variety of Ceanothus.

Could be Ceanothus arboreus, this has clusters of rich blue flowers and grows up to 25ft. like the one in my friends garden.

Yes, quite possibly, Tug - Harrypotter, check the name Tugbrethil gives above. I can't think of any other tree it could be other than Cercis, which has distinctly mauve or lilac flowers, not blue.
