My dwarf Cryptomeria looks nothing like that and has remained at 12" tall for the past 15 years !!!!!
Could be some sort of spruce

My local garden centre has one, planted about 20 years ago in the ground and is now 6ft x 6ft. This is the average size for a mature specimen.

Dwarf Japanese Cedar, Cryptomeria japonica 'Globosa Nana'. Although a dwarf, will become quite large given a long enough time.
