When is easy, as soon as the catkins have finished. Willows flower next year on wood produced this year.
How much is up to you. On our weeping one (Japanese name I cannot spell) I remove most of the flowered wood. On our Contorted willow I remove only dead or damaged and growing in the wrong direction bits. On the species I cut it right down to the stump every year to keep it small.
