I have felled an old flowering cherry tree at ground level.Will it grow new shoots or do I need to remove all the roots?

as above, if it sends up whippy shoots just keep chopping them, that would be the easiest for you, eventually you may get fungi growing thats a sign roots are start to rot.

it could well send up whippy shoots. If you want to kill it score deeply into the base and add stump killer. Or you could try digging out the roots but they will be extensive.
