Much more likely to be bacterial leaf spot on magnolia, especially if the black spots are surrounded by a yellow halo. Even if it is, there's not much you can do, it's spread by water splash, but best to remove infected leaves promptly. Often a sign of some other underlying problem with the plant, but not always.
