are Oleanders safe due to their toxic habit safe to plant in a garden where children and dogs roam freely?

It depends on how young they are. I learned early that oleanders are "icky", but toddlers will chew and swallow almost anything, and are the most sensitive to the toxins. Most dogs will taste a leaf or two, get sick, and never touch the stuff again. There was this one boxer my aunt had, though....

I think because of the toxicity I would ere on the side of caution and choose a different plant. Anyway, this last winter will have finished off most of them in gardens that have them.
