The Tulip bulbs need the leaves in order to create next year's flower bud. I don't think the flowers look stunted they simply having finished growing yet. Did you by any chance either cut off the leaves or tie them in a knot after flowering finished last year? It is in the time from end of flowering to the leaves dying back that they are feeding the bulb. As the flowers go over deadhead and feed the leaves with half strength tomato food.

I agree the flowers are still developing. There are some that aren't ready to flower until May. So leave the leaves alone as the plant needs them to make food for the flower to continue to grow and then again to feed the bulb for next year. Feed with tomato food as suggested by MG

Just to add to the above answers and good advise. The leaves play a very important part and cause photosynthesis. The leaves absorb sunlight which is turned into energy to feed your tulips and ultimately produce the flowers.

So, in theory the more leaves, the more area there is for sunlight to be absorbed by the plant which means more food and consequently more flowers.

I had my Tulips in pots. Will transplant them into the
area around an old tree stump which gets full sun
when they die down.
