I have a weeping willow tree about 4 years old this year the trunk and the top seems to be dead and going black. It still has a few green branches with buds growing my husband cut off the dead areas and most of the trunk! Is this good or bad? Is my tree dead? Please help!

Do you mean weeping willow as in Salix alba (very large tree, often grown near water) or weeping willow as in Kilmarnock willow (Salix caprea), which is usually grown as a standard with the branches dropping down from the top of the trunk all over? On the assumption you mean the smaller Salix caprea 'Kilmarnock' these are usually grafted at the top of the standard stem - if you cut beyond that, what grows won't be the same tree.
