I planted three peonies tickled pink about 2 years ago, they were all the same size however one is now quite large with about 8 buds and the other two the leaves are only just emerging and look quite crinkled like they don't won't to unfold. They are in the same flower border all together it just seems strange that one is flourishing and the other two are struggling?

Yes, you can see the tubers of all of them. Very strange they were all planted at the same time.

HI, that being the case, the only thing I can suggest is that there must be quite a difference in fertility in that area, I can't think of anything else that would account for the difference in growth rate, Derek.
