Is it best to rotovate poor, heavy clay soil then lay well rotted horse manure on top and leave for a while so that rain soaked nutrients soak down in to the soil or mix it in with the soil when rotovating?

Thank you both for your comments. I decided to rotavate as the soil was very compacted. I then added some well rotted manure along with some fine gravel and then rotavated again. Hopefully that will bring the worms!

I would mix it in when rotavating. I would also add in bark chippings and any compost, veg leftovers etc to loosen the soil and keep it fed with humus.
