I have a pair of lovely paper birch trees in my garden, probably around 10+ years old. A few years ago I foolishly tied a rope around the trunk of one of them to make a washing line. Recently I noticed it it had not come back to life for spring and I realised I have killed it, as the rope has cut into the bark and strangled the tree.
My question is, if. I cut it down just below the ring that killed it, will it grow back? The damage is about 8 feet up.

id of thaught new growth wood of happened bye now but you got nothing too loose now .if there is a new shoot anywear below id cut it off carefully just above the new growth . if not do what gnarly sais and keep ya fingers crossed .

have you any new growth showing beneath the clothes line ?
they can be awkward to grow back , I would cut off just below and wait and see for the rest of the summer .
