I live in North East Scotland. I have three half whisky barrels planted with a single conifer. I would like to plant some bedding plants around the conifer for the summer. Are there any bedding plants that will tolerate this situation

Permanent understorey, like heuchera or miniature ivy?
Flowering interest, could a Tropaeolum speciosum climb the conifers?
Hard to say, without knowing are they are 10 foot leyland or 18" juniper...

unlikely unless you water them very well. bedding begonia will tolerate the dryish shade.
