If like most of the country you've just had 5 days of fairly solid rain it might be worth putting off planting in the ground for a week or two in the hope that we get a bit of dry weather.

If it's bare root - not in a plant pot - As a TEMPORARY measure plant in a big pot of compost with a couple of inches of gravel at the bottom. You can then use the compost to fill the hole when you do plant in the ground.
If you bought a potted version it will stand being left in its pot for another few weeks.

You want the best start in life for your rose, making it flower when it has hardly any roots is not what I would do, with it being bare rooted it has no real feeder roots, it , in my opinion will struggle to survive if you don't give it as much tlc as you can......like you running a marathon with no training and no food or drink......

I remember being told when dead heading roses to go to the first set of true leaves, thats 5, its supposed to encourage re flowering on established bushes.....the ones immediatly below the flower usually only have 3 leaves.....
