Hi, I usually plant them so that the tops of the tubers are just visible at soil level, I have divided them many times, and they always flower the following year, Derek.

2 years is also very young for a peony. If it was an older plant that has been moved it can take a couple of years to settle down again. If you think it's planted too deep then rather than re-pot, it might be worth just taking the top soil away, down to the crown and giving it a new top dressing.

Also, it's best not to disturb it now. Wait until the leaves die back in autumn, then lift and replant it with the resting bud above the soil.

Usual reason for non flowering is that it is planted too deeply. The buds need to be no more than an inch below the surface. That is so that they can get cold in winter which changes them from leaf buds to flower buds. The other possibility is that the plant is hungry. Paeonies are gross feeders.
