Are there any brown spots on the backs of the yellow leaves indicating fuchsia rust? Google Fuchsia rust images and see if yours look the same. Or it could simply be that it got too cold one night - fuchsias this year did start growing long before they normally do and up where you are there could well have been a cold enough night to cause it. If new growth isn't affected that's probably it.

It is still on the early side for flowers - often its July before they appear - again this year is very early for them but give her a chance, I'm sure she'll turn up trumps before long.
