Google Fuchsia rust and check if your leaves match. I've sometimes had a few leaves that do this but it hasn't spread so I decided it wasn't rust in my case. In any case remove all the affected ones to be on the safe side and feed the plant. If you decide it is rust there is a fungicide control. Plenty of info in google. Make sure you burn or otherwise safely dispose of the leaves you remove.

Sorry, don't know then. I'd still dispose of the affected leaves though. You could try an anti fungal spray just in case - you never know your luck and it can't hurt.
