Cut it down, dig it out, poison with SBK any large woody roots that you can't remove.

If its in your garden you may win but if its coming from outside your boundary it will be much harder to get rid of?

I have this problem with ivy too, though it travels horizontally in the corner of the garden having climbed all over a fence panel. I have tried spraying with SBK but looks like digging it out will be necessary. Good luck. June_felix
