tulips: after they have flowered they start to develop a seed pod at the top of the stalk. can these be developed to produce a bulb/bulbs for future years?

yes, you can germinate the seed you collect and start growing them on - but you won't know what the tulip will actually be like (they don't come true from seed) and you will have to wait some years to find out - they take a long time to produce flowers.
