i have a chusan palm about 10 years old, it's about 8ft tall. Can i dig it up and pot it, so i can take it with me when i move?

At that size, its a big risk, and would be best attempted during autumn or spring, but I wouldn't risk killing it as its that mature, but if you're desperate to try, do.
