There are several suspects. I'd go out at night with a flashlight and see what's chewing on them. Katydids, caterpillars, and slugs all do most of their work at night, to avoid birds. The first two can be killed with spinosad, while slugs need to be treated with yeast-flavored iron phosphate. Good luck!
