Container grown or planted in the ground? If container grown, is the pot too big? Sometimes the plant will have so much room that it will put on lots of green and root growth at the expense of flowers. The same can often happen when planted in the ground. Also feeding with a fertiliser containing lots of nitrogen and phosphate when a high potash fertiliser is required.
