Because originally, spring onions were just onions that had been pulled early, before they developed fully. You can use any early thinnings of an onion crop as spring onions, but leave them in the ground and they develop into onions. There are now varieties specifically for 'spring' onion salad use, such as White Lisbon and Ishikura.
