Within reason you can build whatever you want on your property right up to your boundary, as long as it doesn't contravene building regulations or fall foul of local by-laws.
A 2ft trellis or fence would not normally be a problem, but you mentioned that that it's an open plan area, so if you own the property there may be a clause in your deeds saying you can't erect a fence, or if you rent, it might be in your rental contract. Check the relevant deeds/rental agreement to make sure.

i have been in fencing for 9 yrs and you should check with land registery and your deeds which show boundry line and if this is yours your legal height is 2 metres 6ft 6 .
if it is front property then you may have open plan for all residents in which case you may have a max height if you do decide to place new fence and trellis in front take photos as after few years neighbour could claim land as i have come across many times with boundries.

if you can put up a 2 metre fence then you can also put up 6 foot trelliss above that if you want as it isn't considerd fencing . you could put just trellis up if not 6 foot and grow climbers but ask the relevant ppl .

Hi, I can't understand how a 2ft fence is going to hide an overgrown tree !!, no matter whose land it's on, Derek.
