If it's in the ground have you planted it about one inch deeper than the original soil level of the pot this helps to protect it through the winter do not cut it back until new shoots appear and frosts have gone if leaves get caught around the base don't remove them or put straw around base this will also help.
Unless it is a mild winter it is doubtful if any top growth will survive.
This Fuchsia is hardy so should be ok.
If it's in a pot you would need to give it frost free protection.
