My spurge has not flowered in the three years since I moved it to another part of the garden It is now at bottom of a sloped lawn Could it be that it's too damp for it though the area dosent appear damp ?

Have found the correct name now and it is Euphorbia Characias Thankyou for your interest

Well like all the Euphorbias it likes a well drained soil and the bottom of a sloping lawn is unlikely to be well drained. Needs a sunny sheltered position too. If it likes you it can be a bit of a thug.
