shamrock plant with yellow dust?

What I think are shamrock plants in our garden have been recently getting covered under the leaves with some bright yellow dust / spores. That affects them badly and they dry out and die. Anyone knows anything about it? Does it carry over to other plants?

It's a form of rust - a fungus - and there's nothing you can do, unfortunately. I had this on a new Oxalis last year so I dug it up and destroyed it. It was only on the Oxalis, it didn't spread. Spraying didn't help.
