I have new shoots at the base of my cordyline and the leaves at the top are dying. What is the best course of action as I think it has outgrown it's pot?

I have new shoots at the base of my cordyline and the leaves at the top are dying. What is the best course of action as I think it has outgrown it's pot?

If it is too big for it's pot, and assuming it is Cordyline australis, you need to plant it out. You are lucky it has survived the winter as many have not. Cut back the stem above where the shoots are emerging and plant it in full sun with some shelter if you can. It will grow as a multi stemmed shrub.
