Is it possible that runner beans can be killed by foxgloves which have self seeded very nearby?

No. Foxgloves contain a variety of toxins (as inbuilt defence mechanisms) that are lethal to mammals in even quite small doses, but these have no effect on other plants. The Foxgloves might be out competing the beans perhaps? But chances are the answer to your Bean problem lies elsewhere.
