My delphiniums have finished flowering but the leaves at the base of the plants are yellowing and dying, should I cut back to ground level and feed and mulch and see if they regrow or divide and replant instead of waiting until the spring

Don't divide. Dead head to the next few leaves down and you may get smaller flowers. A feed would be good. Delphiniums tend to go yellow at the base esp. if they have been short on water.
