How can I propagate this yucca is it done from seed or tuba ? please any help much apreciated it is obviously outdoors in the East Midlands ( Nottingham )

Usual to wait for small offsets or suckers to start growing at the base, when you can remove them with a bit of root. Otherwise you have to dig up the plant and remove the "buds" of incipient plantlets, and this tends to cause a fair bit of "bleeding" and is a bit of a performance.
