my climbing rose has just finished flowering,can I cut it back now, as it has grown very tall and all the flowers are sky high, and would like to train it along my fence.

do as seaburn girl says , and definately dead head all the flowers , hopefully you should get a 2nd or even 3 rd flush of flowers.
My climbing roses are normally still flourishing and blooming well into september.But you must keep dead heading after the blooms have dropped

carefully bend the whippy stems horizontal or as close as you can. tie in and you may get a second flush of flowers. dead head the spent blooms unless you want the rose hips.
