can i grow carrots and potatoes and cabbage all year round.

You can certainly grow cabbages most of the year by sowing different varieties. Potatoes and carrots wont grow through the winter and, in a garden situation, both need to be lifted and stored potatoes in September, carrots before the first frost. I know some folk grow a small crop of new potatoes for eating at Christmas inside a greenhouse.
