the second photo makes me think of common broom Cytisus scoparius, one of the leguminacea group. have you seen it in flower? if yes did it have yellow pea like flowers?

I thought it looked rather like a euphorbia at first, but not so much when there was more of a closeup.

My vote is with a Euonymus--the buds are oppositely arranged, and a Cytisus would have alternate buds.
