What can be eating my runner beans just as the flower drops and the bean begins to grow.

It could be a couple of things. Surprisingly, slugs and snails will happily climb up and eat young developing beans and flowers indeed, they will eat any part of a runner bean plant so look for tell-tale signs such as slime trails over leaves or holes in the leaves. It could also simply be that they haven't been pollinated. Have you seen bees visiting them? If they are too dry at the roots they will drop the developing pods also.
