I CANT SEEM TO GROW WISTERIA IN MY GARDEN BUT NEIGHBOURS
IN THE AREA DO NOT SEEM TO HAVE A PROBLEM SOIL IN MY GARDEN HAS QUITE A LOT OF CLAY IN IT AND CAN GET WET IS THIS THE PROBLEM

Yes, the soil could be the problem. You will need to enrich the site where you want it to grow. Dig in grit and compost with some bonemeal too. Remember to keep the plant well watered for a year, even if it rains. Buy the plant from a reputable nursery or garden centre.
